It would depend on the ultimate goal of the author. Repentance? Conversion? Forgiveness? Implied sex and gratuitous sex are two different things. There are many so-called clean romances that never make it to the bedroom, that focus way too much on lustful thoughts or on a person’s physical features. Context, always context.
